NEW AIRLINE PLANS: Polar Lineas Aereas, proposed new Argentine start-up carrier, granted route authorities

Polar Lineas Aereas S.A., which proposed to fly 44 domestic routes and 31 international routes at the 06Sep17 Argentine route hearings, yesterday was granted the right to fly many of its requested routes by the Argentine Ministry of Transport.  

The airline's request consisted of both passenger and cargo routes focusing heavily on the San Luis province airports of San Luis (LUQ), Villa Mercedes (VME) and Merlo (RLO) including also many routes from Buenos Aires, Cordoba (COR) and La Plata (LPG).  Proposed international routes were mostly within South America but extended as far as Europe and Asia.  Approved international rights are reportedly mostly within South America.  

The route awards are for domestic and international non-scheduled flights, are valid for 15 years and subject to the airline being approved for an Air Operator Certificate and starting service within 180 days after having obtained the latter.

Possible aircraft types include the Airbus A319, A340, Boeing 737 and even the McDonnell Douglas DC-10, although there are few of the latter in operation anywhere in the world and none operating passenger flights.

Polar's reported business plan is to operate a network of cargo routes within Argentina that in turn would feed an international network of cargo flights from Buenos Aires Ezeiza (EZE) to Miami (MIA) where the freight would connect to US domestic flights.

Polar was awarded the rights because, according to Argentine Minister of Transport Guillermo Dietrich, the carrier proposes a "novel" network of routes not currently covered by other airlines.  The Transport Ministry expects that the carrier might invest up to US$ 650 million and employ 1,200 workers in its operation.   

Polar is owned by Daniel Barbosa, who previously operated CATA, an Argentine domestic airline that flew passenger and cargo flights using Fairchild FH-227's between 1986-2006.  Various Argentine media outlets have associated Polar Lineas Aereas with Polar Air Cargo of the United States but the editor of this blog could not find any news reports emanating from outside Argentina that suggested such a connection.

NEW AIRLINE PLANS: Polar Lineas Aereas to request 75 routes at 06Sep17 Route Hearings

Polar Lineas Aereas is a proposed carrier that almost appears to be a publicity stunt to promote the province of San Luis in Argentina given the airline's disproportionate route plans from cities located there.

The carrier plans to request many routes from the province's three most important, yet relatively small cities; the capital San Luis (pop. 170,000), Villa Mercedes (100,000) and Merlo, a popular tourist area due to its proximity to a mountain range and availability of recreational opportunities but not a mass tourism center by any means.  

San Luis (LUQ) has had regular air service for many years but both Villa Mercedes (VME) and Merlo (RLO) have had very limited and sporadic flights, which makes Polar's route requests seemingly irrational. 

More conventional service requests from Cordoba (COR), La Plata (LPG) and Buenos Aires Aeroparque (AEP) and Ezeiza (EZE) are also planned.   

Polar plans to request 44 domestic and 31 international routes operated by 737, DC-10 (?) and A340 aircraft.

LPG would require a lot of infrastructure development, especially a longer runway, before international flights could be operated.

NEW AIRLINE PLANS: Just Flight (Royal Class) to request 10 routes at the 06Sep17 Route Hearings

Just Flight is the proposed carrier of the Royal Class jet charter operator based out of Buenos Aires Aeroparque (AEP).

The new airline plans to request 10 routes at the 06Sep17 route hearings to be operated with Fairchild Metros.  They would all originate in Buenos Aires to relatively nearby cities up to 300 miles (490km) away, some with little or no current service.

These include:

* Buenos Aires to Mar del Plata (MDQ), Rosario (ROS), Santa Fe (SFN), Santa Rosa (RSA), Tandil (TDL), Villa Gesell (VGL) and Punta del Este (PDP) (Uruguay) 
   
* Buenos Aires - San Rafael (AFA) - Mendoza (MDZ) - Buenos Aires

* Buenos Aires - Sunchales (NCJ) - Reconquista (RCQ) round-trip

* Buenos Aires - Sunchales (NCJ) - Villa Maria (VMA) round-trip

The marketing strategy appears to borrow from Avianca Argentina with flights to smaller cities, with some of them on a "triangle route" pattern.

NEW AIRLINE PLANS: Buenos Aires International Airlines to request 178 routes at 06Sep17 Route Hearings !

Buenos Aires International Airlines is a new carrier proposed by Juan Maggio, the former owner of the now-defunct Southern Winds of the 1990's and early 2000's. Its long list of 178 route requests seems excessively ambitious and gives rise to doubts about the seriousness of the project.  Of course, a lot of this is about asking for as much as possible, see what gets approved and then choose which routes they will actually operate.  If they end up operating as many as three dozen routes, that would probably be a surprisingly large number. 

The airline's route requests all originate from Argentina's three largest cities, Buenos Aires, Cordoba (COR) and Rosario (ROS) to be served by a planned fleet of A320/737 for shorter flights and A330/350 or 747/767/777/787 aircraft for longer-range routes.

Southern Winds operated a fleet of CRJ-200, Dash 8, 737-200 and 747 aircraft on Argentine domestic routes and at least to Madrid (MAD) internationally.

Most of the routes originating from Buenos Aires that BAIA will request are already well-served by other carriers, especially Aerolineas Argentinas / Austral.

NEW AIRLINE PLANS: Nine Airlines to request Argentina Routes at 06Sep17 Route Hearings

The ANAC Argentine aviation authority announced that the second route hearing initiated by the current Argentine presidential administration will take place on 06Sep17 in Buenos Aires.

Nine airlines that currently exist or plan/hope to start up in the coming year will participate; Argenjet Aviacion, Avianca Argentina, Buenos Aires International Airlines, Grupo LASA, Just Flight (Royal Class), Norwegian Air Argentina, Polar Lineas Aereas, Servicios Aereos Patagonicos (SAPSA), and Servicios y Emprendimientos Aeronauticos (SEA). The only one of these companies that participated in the first hearing on 27Dec16 is Avianca Argentina. 

Four airlines were caught by surprise by the announcement and were left out of the next hearing; LATAM, Baires Fly, Flyest, and Andes, the latter which was present at the first hearing. The ANAC was reportedly pressured by Norwegian Air Argentina to schedule the hearing after it had been delayed several times since March, threatening to move their operation to Chile if the haring did not go ahead soon.    

The nine airlines that are scheduled to appear have varying levels of seriousness and chances of becoming established in a significant way with Norwegian Air Argentina and Avianca Argentina leading the way.  

SAPSA is a modest operation that has been flying for several years in Patagonia and is now looking to expand ambitiously both domestically in Argentina and with the addition of international flights.  

Buenos Aires International Airlines is the comeback attempt of Juan Maggio of Southern Winds, which operated with varying levels of success in the late 1990's and early 2000's, succumbing to problems related to 60kg of cocaine discovered on one of its aircraft in Madrid in September 2004. PROPOSED - NEVER STARTED - AS OF 30May20

Two airlines, Argenjet Aviacion PROPOSED - NEVER STARTED - AS OF 30May20 and Servicios y Emprendimientos Aeronauticos (SEA) PROPOSED - NEVER STARTED - AS OF 30May20 did not request any specific routes, only permission to fly 727-200F's in cargo service and passenger ERJ-135's, respectively. 

Grupo LASA would like to fly ATR-42-300's in the southern Patagonia region and Just Flight (Royal Class) PROPOSED - NEVER STARTED - AS OF 30May20 is a long-established jet charter operation that plans to fly Fairchild Metros from Buenos Aires to smaller cities, mostly in the provinces of Buenos Aires, Rosario and Santa Fe.   

Polar Lineas Aereas is looking to fly both passenger and cargo services from the three main cities of San Luis province; San Luis (LUQ), Villa Mercedes (VME) and Merlo (RLO) plus Buenos Aires Aeroparque (AEP), Cordoba (COR), and La Plata (LPG) on both domestic and international routes. PROPOSED - NEVER STARTED - AS OF 30May20

NEW AIRLINE PLANS & ROUTE UPDATES - Update on Five Carriers that participated in Argentine Route Hearings on 27Dec16

Five proposed or existing carriers participated in the route hearings held on 27Dec16, the first in Argentina in over ten years; Alas del Sur, American Jet, Andes Lineas Aereas, Avianca Argentina, and Flybondi.  Here is an update on the status of the service plans of these five airlines:


* Alas del Sur - PROPOSED - NEVER STARTED - AS OF 30May20
      
Not too many details ever surfaced regarding this carrier that was proposed to start with Argentine and Chinese investors flying domestically in Argentina but also with ambitious international routes, such as Cordoba (COR) - Buenos Aires Ezeiza (EZE) - Los Angeles (LAX) - Shanghai Pudong (PVG).  As of this writing, this carrier appears to be on hold.


* American Jet

This company is over 30 years old with its headquarters at San Fernando (FDO) north of Buenos Aires, known as Argentina's primary "biz jet" airport, but with its main operational bases in Mendoza (MDZ) and Neuquen (NQN) serving the oil industry with charter and support aircraft and helicopters, including one ATR-42, several Fairchild Metros and one Dornier 228.

The carrier was approved for several routes emanating from Neuquen (NQN) to other parts of Argentina and even extending into Brazil, Paraguay and Uruguay but not many specific plans have emerged with the only information coming from the Sir Chandler blog that American Jet has scaled back its plans to only fly the following routes with a single CRJ-200:   

Malargüe (LGS) – Neuquén (NQN) – Mendoza (MDZ)
Neuquén (NQN) – Temuco, Chile (ZCO)
Neuquén (NQN) – Comodoro Rivadavia (CRD)


* Andes Lineas Aereas

Andes is the only carrier to add new service so far as a result of the 27Dec16 route hearings.  

The airline, which at the beginning of 2017 was operating four MD-83's, has since added a fifth to its fleet plus the first two of several 737-800's that are eventually planned to replace all of its MD-80's.    

The Salta (SLA) based carrier had a modest scheduled route network that consisted of only four cities prior to 2017; Buenos Aires Aeroparque (AEP), Jujuy (JUJ), Puerto Madryn (PMY) and Salta (SLA) but has since expanded at a brisk rate adding seven more; Bariloche (BRC), Cordoba (COR), Iguazu (IGR), Mar del Plata (MDQ) (seasonal), Mendoza (MDZ), Rio Hondo (RHD) (to be replaced by Tucuman (TUC) when it reopens) and Samana (AZS) in the Dominican Republic. 

In addition to its scheduled business, Andes has an extensive operation flying student and sports team charters.
* Avianca Argentina

This affiliate of the well-known Colombian airline plans to fly to smaller cities using ATR-72-600 aircraft with many of its proposed routes connecting Buenos Aires Aeroparque (AEP) with two smaller cities flying a "triangle" pattern.

Avianca Argentina has already taken delivery of two ATR-72-600's with a third and fourth expected soon.  The carrier has flown sub-services for Andes Lineas Aereas, which experienced a capacity shortage in July, plus several charters to Malargue, serving the ski resort of Las Lenas, and the occasional ad hoc charter too.

* Flybondi

The founders of this carrier have strong airline credentials having worked extensively in the industry in Europe, with solid experience in the Low-Cost Carrier (LCC) sector too.  

Julian Cook, ex-CEO of Swiss carrier FlyBaboo; Michael Cawley, ex-COO of Ryanair; and Michael Powell, ex-CFO of WizzAir have put together a business plan based primarily on flying out of alternative airport El Palomar (EPA) located fifteen miles west of the city of Buenos Aires to several domestic points and some regional international South American destinations too.    

Flybondi reportedly recently closed an important funding round of US$ 75 million with investments from Cartesian Capital Group and Yamasa Limited.  

It plans to build its own facilities at El Palomar (EPA), including a terminal with a typically simple LCC design featuring no jetways plus a new ramp and taxiways, with the entire project budgeted at US$ 30 million.  

The carrier planned to start operations with six 737-800's in late 2017 / early 2018, eventually growing to a fleet of 25 aircraft, but has only signed a lease on a single 737-800 so far. 

Flybondi also recently signed an agreement with Cordoba (COR) to base a hub operation there. The airline would start by overnighting its first two 737-800's in Cordoba (COR), operating 21 weekly flights from the "Mediterranean City", as it is known, in 2017, increasing to 35 weekly flights in 2018, 61 in 2019, 68 in 2020 and 71 in 2021.

Joining Aerolineas Argentinas, Avianca Argentina, and Norwegian Air Argentina in establishing hubs in Cordoba (COR), the four carriers would collectively grow service out of the central Argentina airport several times over if all of their plans come to fruition.

NEW AIRLINE PLANS: Via Bariloche bus company starts process of starting airline division

Via Bariloche, one of Argentina's most important long-distance bus companies, recently started the process of establishing an airline division with the Argentine ANAC aviation authority looking to participate in the second round of recent airline route hearings to be held later in June or in July.

Another Argentine long-distance bus company, Flecha Bus, is also reportedly considering starting an air carrier division. 

These bus companies would not be the first to start an airline in Argentina.  The Andesmar bus company operated an airline of the same name in 1996 flying two Saab 340's on regional routes for a short time.

NEW AIRLINE PLANS: Alas Mediterraneas looking to fly from Cordoba (COR) with three Saab 340's

Alas Mediterraneas was founded in Cordoba in 2008 with the intention of flying charters and even planned to acquire a 737-300 from Mexico but the restrictive air transportation policy of the previous Argentine presidential administration prevented the carrier from starting operations.

The infrastructure of what had been developed of Alas Mediterraneas to that point was sold to businessman Claudio Ortiz Belgoff and a group of investors in 2010 with no further plans being made until recently when the carrier announced plans to present itself at the next Argentine public route hearings, currently scheduled for late June or in July.

The airline would base operations at a Cordoba (COR) hub (much as Aerolineas Argentinas is developing and as Alas del Sur and Avianca Argentina have proposed) with flights to Buenos Aires Aeroparque (AEP),  Catamarca (CTC), Rio Cuarto (RCU), Rosario (ROS), San Luis (LUQ), and Santiago del Estero (SDE) using three Saab 340s.

NEW AIRLINE PLANS: ANAC authorizes routes to Flybondi, Avianca Argentina, Alas del Sur, Andes & American Jet - ROUTE AWARD DETAILS

The five airlines had the following routes approved:

Flybondi

The European-backed startup had its routes approved on the basis of operating its Buenos Aires-originating flights out of El Palomar (EPA) airport, located just west of the national capital.  

Routes include flights from El Palomar (EPA) to Cordoba (COR), Esquel (EQS), Iguazu (IGR), Mendoza (MDZ), Parana (PRA), San Luis (LUQ) and Viedma (VDM).  Plus three routes from Cordoba (COR and two from Mendoza (MDZ). 

Flybondi also had two international routes approved to Santiago (SCL):

Iguazu (IGR) - Santiago (SCL)
Salta (SLA) - Santiago (SCL) 

And several to Sao Paulo Guarulhos (GRU):

Bariloche (BRC) - Sao Paulo Guarulhos (GRU)
Cordoba (COR) - Sao Paulo Guarulhos (GRU)

Avianca Argentina  

The Argentine affiliate of the main Colombian carrier, Avianca, had 16 routes approved, all originating in Buenos Aires, that are suitable to the relatively short range of the 12-strong ATR-72-600 fleet that it is in the process of acquiring.  

These include Buenos Aires to Concordia (COC), Rosario (ROS), Santa Fe (SFN) Sunchales (NCJ), Tandil (TDL) and Villa Maria (VMA) plus the Buenos Aires - San Luis (LUQ) - Rio Cuarto (RCU) - Buenos Aires triangle route.  

Points that are a little more distant in Patagonia were also awarded including Comodoro Rivadavia (CRD) and Puerto Madryn (PMY).

Avianca Argentina also had two international routes approved; Porto Alegre (POA) and the coveted Buenos Aires - Montevideo (MVD) "Air Bridge". 

The carrier did not request routes out of Tucuman (TUC) related to its subsidy agreement with the province of Tucuman but this is expected to happen in the second round of route audiences to be held in April.  

Alas del Sur - PROPOSED - NEVER STARTED - AS OF 30MAY20

Nearly all of the 21 routes approved for this Chinese-backed airline will be out of a Cordoba (COR) base, Argentina's second-largest city after Buenos Aires, and ideally located for hub operations in the center of the country.  

International routes were also approved for the carrier to Santa Cruz de la Sierra (VVI), Miami (MIA) and Rome Fiumicino (FCO) with an especially eye-catching route covering Cordoba (COR) - Buenos Aires - Los Angeles (LAX) - Shanghai Pudong (PVG) !   

Andes Lineas Aereas        

This carrier, which has been operating MD-80's from its Salta (SLA) base since 2006, received approval to expand its modest scheduled domestic network to include at least two multi-stop routes:

Buenos Aires - Rosario (ROS) - Resistencia (RES) - Posadas (PSS) - Iguazu (IGR).

Buenos Aires - Santiago del Estero (SDE) - Tucuman (TUC) - Salta (SLA) - Jujuy (JUJ).

It will also add scheduled international flights for the first time, including Buenos Aires - Cordoba (COR) - Lima (LIM) and Buenos Aires - Cordoba (COR) - Sao Paulo Guarulhos (GRU).

American Jet     

The Neuquen (NQN)-based charter airline received approval for numerous scheduled flights from Neuquen (NQN) including some international flights.

Highlights include:

Neuquen (NQN) - Rosario (ROS) - Buenos Aires - Punta del Este (PDP)
Neuquen (NQN) - Cordoba (COR) - Rosario (ROS) - Porto Alegre (POA)

It will be interesting to see what type of aircraft American Jet acquires if it goes ahead with its scheduled flight plans.  The only types of aircraft that it currently operates that are of an airline nature are a single ATR-42 and a few Fairchild Metros.

NEW AIRLINE PLANS: Alas del Sur is another LCC candidate in Argentina

Alas del Sur recently surfaced as another candidate to establish a Low-Cost Carrier (LCC) operation in Argentina under the new liberalized air services environment introduced by Argentine President Mauricio Macri since he took office in December 2015.

The carrier already operates as a charter and air taxi service in Argentina but is seeking authorization to operate regularly scheduled air services, both domestic and international, working with Chinese business partners and US$ 100 million in start-up capital.  

Business Plan - 2017

The airline's business plan calls for it to start service in April 2017 flying three A320 aircraft from a Cordoba (COR) base to six domestic points; Bariloche (BRC), Buenos Aires Aeroparque (AEP), Mendoza (MDZ), Neuquen (NQN), Puerto Iguazu (IGR) and Salta (SLA) plus three regional South American destinations; Rio de Janeiro Galeao (GIG), Sao Paulo Guarulhos (GRU), and Santiago (SCL).  By year-end 2017, Alas expects to have six A320's in service. 

Three 777's are also planned for intercontinental service from Cordoba (COR) and Buenos Aires Ezeiza (EZE) to Madrid (MAD) and Beijing (PEK). 

Alas would start with 547 employees and projects US$ 73 million revenue in its first year.   

Business Plan - 2022

By 2022, Alas projects having 1,460 employees and US$ 595 million in revenue while flying twelve A320's to 25 domestic points and 12 regional South American destinations.  Intercontinental flights would be flown by five 777's with Los Angeles (LAX), Miami (MIA), Barcelona (BCN) and Shanghai Pudong (PVG) being added to the route network. 

Subsequent to the above information, Alas submitted route requests to the ANAC Argentine aviation authority in early December, which were published in the "Official Bulletin" prior to public route hearings that were held on December 27 with five airlines participating; Alas del Sur, American Jet, Andes Lineas Aereas, Avianca Argentina and Flybondi. 

These route requests expanded considerably on those announced in the original business plan and would be for possible operation during the next 15 years showing the maximum number of stops.  More than likely, the number of routes and number of legs on each route that would actually be flown would be far fewer than those shown:

Rumors following the public route hearings are that the two existing carriers, American Jet and Andes plus Avianca Argentina will be granted some route rights by the ANAC but that Alas del Sur and Flybondi will have to wait until the second round of route hearings scheduled for March 2017.

NEW AIRLINE PLANS: Irelandia Aviation looking to buy Andes Lineas Aereas to start an Argentine Low-Cost Carrier

Declan Ryan of Irelandia Aviation, the "airline development company" that has launched five different Low-Cost Carriers (LCC's), including Ryanair (Ireland), Allegiant (USA), Tiger Airways (Singapore), Viva Aerobus (Mexico) and Viva Colombia, was recently in Buenos Aires for the second time in two months for meetings with the Argentine Transportation Minister Guillermo Dietrich and Miguel Ziadi, the CEO of Salta, Argentina based Andes Lineas Aereas.

Irelandia wants to establish a low-cost carrier in Argentina now that the country is more open to new airline ventures under the new president and government that took power on 10Dec15 following approx. ten years of effectively being closed to any new carriers entering the market during the previous government.

Argentina - Air Travel Market that should be Triple its Current Size

The development company looks at Argentina as a severely underdeveloped air transportation market with only about 5-7% of Argentines having flown with the vast majority taking long-distance buses when traveling domestically.  According to Ryan, this results in "ridiculous" situations, such as students taking 20-hour bus rides from Buenos Aires to Bariloche (lakeside and mountainside resort near the Andes mountains) for their traditional end-of-school-year celebrations when they could cover the same distance in a 2-hour flight. 

Ryan pointed out that only 2.5% of Colombians had flown prior to LCC's entering the market there whereas today 10% have traveled by air.  On the other extreme, Spain, which has five LCC's, counts 70-80% of its citizenry as having flown.  Ryan estimates that his company starting an LCC in Argentina would triple the number of Argentines flying regularly to at least 20% of the population.

Irelandia is looking at entering Argentina by the same means as Avianca did when it purchased MacAir Jet earlier this year, with Irelandia's acquisition target being Andes Lineas Aereas, an MD-80 operator with a fleet of five aircraft based in the northwestern Argentine city of Salta.  Ryan has indicated that it would take about five aircraft (presumably a more economical aircraft than Andes' MD-80's) and US$ 50 million to start an LCC in Argentina.

Target date for the new LCC startup is 2017 with a yet-to-be-defined route network that would consist of city pairs with lower-cost alternative airports that travelers would be willing to pay US$ 50 to fly between.  Ryan noted Cordoba (COR) and La Plata (LPG), located some 35 miles southeast of Argentina's capital Buenos Aires and serving a city of 700,000 in its own right, as interesting candidates for LCC service.                     

La Plata (LPG) has two runways but only one, 02/20, is in use with only half of its 4,679 ft. length currently available for flight operations.  Presumably the full runway could be developed for use plus its southwestern end is bordered by farmland that could possibly be purchased to extend its length.  The airport has a small terminal and ramp area but there is enough room on the existing airport property to expand the ramp significantly, build a reasonably-large terminal and add support facilities, such as hangars and parking for passenger vehicles. 

Obstacles to LCC's in Argentina

Although Declan Ryan sees plenty of opportunity in Argentina for LCC's, he notes that the following obstacles need to be overcome:

* Argentina currently has minimum airfare regulations that would need to be eliminated to allow LCC's to establish low enough airfares to stimulate market demand while still allowing for a profitable operation through efficient, cost-effective management.

* Nearly all of the airports in Argentina that have commercial service are run by Aeropuertos Argentinos 2000, a monopolistic private franchise, with fees that Ryan considers much too high, which are reportedly much higher than in neighboring countries.  In contrast, Colombia's airports are managed by four different companies, with airports competing with each other to attract airline service.       

* Argentina's airline labor unions are very strong making it difficult to introduce the idea of worker cross-utilization for multiple functionality in different job roles that would maximize efficiency and make it easier to offer low fares.         

More developments should be expected in the coming months.

NEW AIRLINE PLANS: Irelandia Aviation - Low-Cost Carrier Development Company that Founded Ryanair looks at Argentina

Executives of Irelandia Aviation, the low-cost carrier development company that founded Ryanair and several other LCC's, such as Allegiant Air (USA), Tiger Airways (Singapore), Viva Aerobus (Mexico) and Viva Colombia, recently visited Argentina, apparently to evaluate the possibility of establishing an LCC operation there.  According to the high-quality Argentine weekly airline industry website, Aviacion News, when recently meeting with Argentine Minister of Transport Guillermo Dietrich, the Irelandia executives discovered two formidable barriers to establishing an LCC in the country:

1)  Minimum Airfares Enforced 

The Argentina government regulates the airfares that airlines can charge, with several "bands" of fares with maximums and minimums.  While the government has signaled flexibility with regard to allowing the maximums to increase it will apparently hold steady on not allowing the minimums to drop at all.  The editor of this blog believes that the government fears a sharp increase in already-high losses by Aerolineas Argentinas / Austral should a low-cost operation come into the country, offering fares significantly lower than AR/AU can offer, thereby taking away much of the latter's traffic. 

2) High Degree of Unionization            

Most LCC's require a low level of workforce unionization mostly for flexible work rules for greater efficiency to achieve high productivity.  Contrary to popular perceptions, while some LCC's pay lower-than-average salaries compared to legacy carriers, many do not.  For example, the first, most successful, and best-known LCC, Southwest Airlines has some of the highest wages among US airlines.            

However, airline workers in Argentina are highly-unionized and a union-less carrier or one with only a couple of unions, such as for the pilots, would meet with strong opposition and never be approved politically.
